Patient Treatment Areas: UPS Status Monitors and Compliance with AS/NZS 3003:2011
Uninterruptible Power Supplies (UPS) are used in a number of applications but in this blog we concentrate on their use in patient areas of hospitals, medical and dental practices and home dialysis locations.
In these situations a UPS provides the operating room and other critical care areas with continuity of power when the normal electrical supply fails.
In Australia and New Zealand, the situations in which a UPS is required are set out in AS/NZS 3009: 1998 “Electric Installations – Emergency power supplies in hospitals” (http://infostore.saiglobal.com/store/details.aspx?ProductID=366997).

Compliance with AS 3003 became a legal requirement throughout Australia in 2007.
The most recent changes to the standard took place in 2011 and one of those changes was a requirement to have a UPS Status Monitor installed wherever socket outlets are connected to a UPS.
According to Clifton & Knuckey who gave a seminar on the topic to Engineers Australia in 2012 (https://www.engineersaustralia.org.au/.../2012_as-nzs_3003-2011_v2.ppsx), the law does not, in itself, require electrical installations to be upgraded to comply with the changes in AS/NZS 3003:2011. However, since: (i) new installations must comply with current standards, (ii) alterations to existing electrical installations are deemed to be new electrical installations, and (iii) the upgrading of old facilities is a requirement of both AZ/NZS 2500 and may be a duty of care requirement under occpuational health and safety legislation, compliance with the standard is effectively compulsory in all practical situations.
Despite this legislation, anecdotal evidence suggests that implementation of AS/NZS 3003:2011 is ignored in significant parts of the medical and allied health sectors. This could prove to be a very costly mistake for owners and/or operators if an adverse patient event were to occur!
The size and quality of UPS Status Monitors previously available in the market may have been a reason why some institutions have been tardy to comply with the legislation.
